ETR Associates, a private, non-profit, health education organization, is seeking a qualified person to join its Research Department as a Research Associate II.

Education, Training and Research (ETR) Associates is a national center for training, research, publishing and information management in a variety of public health issues including adolescent sexual and reproductive health.

Overview

This position is with ETR Associates and under the supervision of the California Department of Public Health, Office of AIDS (CDPH/OA), HIV Counseling, Testing and Training Section Chief, the HIV/TB Specialist works independently and in collaboration with other staff to provide consultation to CDPH/OA and the Division of Communicable Disease Control (CDPH/DCDC), TB Control Branch management.  The HIV/TB Specialist will work with Local Health Jurisdictions (LHJs) and their sub-contractors regarding the development of HIV/TB prevention programs and policies.  The HIV/TB Specialist advises departmental staff, governmental entities, and agencies on the strategies that may maximize the impact of program services.  The incumbent will develop and improve primary HIV/TB prevention programs funded by CDPH/OA and CDPH/DCDC and implement the Center of Disease Control and Prevention (CDC) initiatives as dictated.  Performance requires a high degree of skill and knowledge regarding effective techniques for HIV/TB prevention and interpersonal skills to work with a wide variety of staff involved in HIV/TB prevention programs.This position is located ½ time in Sacramento and ½ time in Richmond, CA.

Responsibilities and Duties

  • Collaborating with local HIV and TB programs to evaluate and improve HIV testing, education, counseling and referral practices through on-site technical assistance.   Technical assistance may include assistance with implementation of revised CDC HIV testing recommendations; implementation of opt out HIV testing; development of a written assessment tool; development and implementation of an action plan as indicated by results of the assessment or other assistance as needed to improve HIV testing, education and referral practices.
  • Assessing service provider practices regarding HIV testing and TB testing and treatment of latent TB infection for HIV + persons served by Office of AIDS contractors.  Implement recommendations for improving identified gaps. 
  • Provide technical assistance to local HIV programs, TB programs and other medical providers, with special emphasis on agencies implementing rapid HIV testing.
  • Assist agencies in meeting federal and state requirements for providing counseling and testing services, including agency and employee licensing, training, and certification requirements.
  • Develop and update HIV Counseling and Rapid Testing guidelines and protocols.  Develop guidelines and protocols for use by local TB programs.
  • Provide technical assistance to agencies in the development of written policies, procedures, guidelines, and quality assurance activities to meet federal and state requirements for the HIV Counseling, Testing and Training Program and the TB program.
  • Assisting local TB programs to improve collaborative relationships with local AIDS service providers and the local health department’s HIV program.  Identify partners; facilitate dialogue.
  • Provide on-site training to local TB program staff about HIV infection and AIDS; offering HIV testing; providing basic HIV education to TB patients; identifying HIV risk factors and making appropriate referrals; and other HIV related non-clinical topics as needed.
  • Review training curriculums and collaborate with the STD/HIV Prevention Training Center and AIDS Health Project as needed. 
  • Attend meetings and conferences with Office of AIDS and TB program Section, Branch and Division staff to discuss quality assurance issues, procedural issues, and changes/recommendations based on program data and field visits.
  • Assembling a “Best Practices” catalog.  Make available to local TB programs and HIV/AIDS service providers.

Other Responsibilities and Duties

  • Serves as Project Coordinator and/or assumes primary responsibility for carrying out the design and implementation of specific project activities, including, but not limited to: instrument development, literature reviews, needs assessments, content analysis, focus group interviews, classroom observations, and data collection/management/analysis.
  • Prepares project reports (e.g., progress, annual, and final reports).
  • Assists with developing new project ideas and writing grant proposals.
  • Participates in department/agency long-range planning activities as requested.
  • Participates in professional activities as appropriate (e.g., takes classes to enhance expertise in assigned content areas, and attends conferences.

Accountabilities

  • Completes research/evaluation tasks successfully and in a timely manner.
  • Summarizes data from research projects appropriately in project reports.
  • Prepares written materials for data collection and other research activities (e.g., correspondence, research protocols, summary graphs) that are clear and well written.
  • Ensures evaluation data are organized, entered, and analyzed accurately and in a timely manner.
  • Maintains effective communication with C&T staff and Local Health Jurisdiction and Community-Based Organization staff.
  • Maintains complete and accurate documentation of project tasks.
  • Functions as an effective member of the C&T Section of the Office of AIDS.

Qualifications

  • Master's degree or equivalent in Education, Program Evaluation, Public Health, Psychology, Social Work, or related area; educational background in research and evaluation preferred.
  • At least 5 years post-Master’s experience with research and/or project coordination.
  • Ability to adapt to time line adjustments and reorganize work accordingly.
  • Responsible and able to follow through on all tasks with minimal supervision.
  • Ability to work independently and as part of a team, and to manage several tasks simultaneously.
  • Willingness to travel.
  • Excellent interpersonal, organizational, analytic, verbal, and writing skills.
  • Ability to manage and mentor junior staff successfully.
  • Experience in research and evaluation design, instrument development, quantitative and qualitative data collection/management/analysis; interview skills are required.
  • Proficiency in Word, SPSS, and Excel are desirable.
  • Valid California driver’s license; acceptable DMV record and proof of insurance required.

 

Salary Range:       $47,520-$73,440 annually, DOE. Full time. Grade level 5. Exempt.
